British Broadcasting Corporation Gaza Documentary Considered a 'Major' Infringement of Broadcasting Regulations, Declares Ofcom

The British broadcaster engaged in a "major breach" of media regulations by omitting to mention that the voice of a film about Gaza was the child of a Hamas administrator, as ruled by British broadcasting authority Ofcom.

An inquiry by the broadcasting watchdog into the programme Gaza: How to Survive a Warzone has found that the film was "substantially inaccurate".

The BBC's director general had already issued an apology, saying there had been "a significant failing in relation to truthfulness".

Ofcom has directed the broadcaster to broadcast a prime-time declaration about its decisions.

"As this represents a significant violation of our code, we are ordering the BBC to broadcast a statement of our determinations against it on BBC Two at 21:00, with a timing to be finalised," the statement read.

'Potential to Erode Trust'

The regulator's statement declared: "Our investigation concluded that the film's failure to disclose that the voice's male guardian occupied a position in the Hamas-administered government was significantly deceptive.

"Consequently that the viewers did not have essential details which may have been extremely pertinent to their evaluation of the presenter and the information he presented.

"Credibility is at the center of the bond between a broadcaster and its viewers, particularly for a national broadcasting corporation such as the public broadcaster.

"This error had the possibility to damage the exceptionally strong levels of confidence that viewers would have put in a BBC factual programme about the Israel-Gaza war."

The documentary was pulled from the online platform in February after the narrator's family links came to light, and in the month of July an corporation's own inquiry found it infringed the corporation's content policies on truthfulness.

A representative for the broadcaster said: "The Ofcom ruling is in agreement with the conclusions of Peter Johnston's review, that there was a significant failing in the film in relation to the BBC's Editorial Guidelines on accuracy, which corresponds to Rule 2.2 of the regulator's media standards.

"We have apologised for this and we agree with Ofcom's decision in its entirety. We will adhere to the penalty as soon as the date and wording are finalised."
