English Councils Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of municipal councils, UK councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England stated that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to support their finances, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and utilising savings to manage growing financial challenges.”

Specific Cases of Planned Sales

One local authority in southeast England announced its asset disposal plan included the sale of a shopping centre in Rainham and a social club in another town to generate £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to raise local levies next April to address the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

Research of county councils recently also found local finances being strained by the increasing figures of children and older individuals needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” said the report.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of difficulties facing municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the study found.
